Journal Artikel Aldo Chircop Zeitschrift für Europäisches Umwelt- und Planungsrecht, Jahrgang 17 (2019), Ausgabe 4, Seite 462 - 470 In 2018, the International Maritime Organization (IMO) adopted the Initial IMO Strategy on Reduction of GHG Emissions from Ships which will constitute the roadmap for the international shipping industry’s contribution to the mitigation goal of the Paris Agreement. Core concerns for developing States are the strategy’s unknown impacts, enhanced technical assistance and facilitation of technology transfer. This article argues that in order to enable developing countries to participate effectively and equitably in implementing the IMO strategy, it will be important for the strategy to consider measures beyond traditional technical assistance tools and voluntary financial support and to invoke the international legal obligations of developed States concerning technology transfer and related finance.
