German Law lacks in regulation, that provide a differentiated approach to the land use. Moreover there is no instrument to localize the most effective measures of land use in terms of providing environmental conditions that lead to more biodiversity. This is the reason, why there is a new kind of spatial planning necessary. This new planning instrument is characterised by its integration of the needs and the knowledge of land users as well as it gives the land user a benefit for their contribution to maintain special environmental elements in the landscape in order to protect biodiversity.
