The UNECE Convention on Access to Information, Public Participation in Decision-Making and Access to Justice in Environmental Matters (Aarhus Convention) is the leading instrument on the right to participation in environmental decisions in the European Union. Its primary obligations have been implemented in numerous Union directives. Nonetheless, the standards established by secondary Union law are not uniform and undercut – in part – the provisions of the Aarhus Conventio
