Renewable energies, an important pillar of climate protection, have become increasingly important since the turn of the century. Wind energy, in particular, has been a central component, both on-shore and off-shore. Although the current contribution of wind energy remains far from the official target levels, its expansion has been sluggish in recent years. The growing resistance to the establishment of new wind farms is frequently taken to the courts. This development collides with the ever more urgent demand from society to combat climate change effectively. This political pressure is expected to further increase in light of the termination of coal and nuclear energies. As a result, there are now significant challenges to the political level, in particular to the “purely technical” allocation of areas for development, by the officials of the Regional Planning administration. These challenges are characterized by a close interaction between technology, economics, ecology, law and politics, as well as residential concerns. The purpose of this article is the elucidation and simplification of the process of establishing the regional energy “Partial Plan”. At the same time, the author hopes to contribute to an accelerated completion of the plan and, first and foremost, an improvement in its court validity.
