Car travel is still a major factor in greenhouse gas emission. Mitigation efforts in road traffic (unlike other sectors) have not been successful in recent years. The article attempts to explore the challenges of regulating car emissions, including cultural and political factors, and pleads for an inclusion of car travel in the EU emissions trading system based on article 24 of the ETS directive (2003/87/EC).
