The European Union emissions trading scheme (EU ETS) constantly struggles with a market price so low that it sets no incentives for emissions reduction. In March 2018 the European Parliament and the Council of the European Union got a new reform off the ground. This article takes that as an opportunity to analyze the EU ETS legally and its efficiency with emphasis on the latest reform.
